Cooper Point is a narrow peninsula with saltwater on both sides, and the foundation issues here are driven by that geometry more than by anything else. Lots running down toward Eld Inlet and Budd Inlet are frequently steep, and many were developed with substantial cut-and-fill or with structures stepped down the bank on posts and piers.

Two conditions come up repeatedly. The first is bluff drainage: water moving laterally through the bank emerges at the foundation of houses built partway down the slope, so you get a persistently wet crawl space on the uphill side with no obvious surface source. The second is the marine exposure itself — salt air accelerates corrosion of anything ferrous in an unsealed crawl space, which matters when you are specifying pier coatings, brackets, duct straps and fasteners. Hot-dip galvanising is a reasonable baseline here rather than an upsell.

Steep shoreline parcels on the point are also more likely to sit inside mapped geologically hazardous areas, which adds a layer of county review to permitted structural work and should be factored into both the schedule and the budget from the start.
